1 Stop Diesel Solutions is a company invented by equipment owners for equipment owners who need a single source for information and compliance planning and execution. 1 Stop is an integrator of services by other, proven "Starbucks-quality" companies like Qualcomm, Justice & Associates, Southwest Smoketest and others. We help equipment owners understand the regulations (ARB, APCD, SCAQMD, etc.), assess their fleets, develop an affordable strategy for compliance, register their engines, submit annual reports, purchase and install approved devices and generally stay compliant with all air quality regulations. Our computer programs monitor our clients' needs and trigger actions to comply with State and local time frames and dates. "We do the footwork."

One Stop Diesel Solutions is headed by Dan Fauchier, a 25-year veteran of the construction industry. Dan is well known in the San Diego-Imperial County community as one of the most knowledgeable guys in the area of diesel engine emissions regulations. Since 2006 he has been the staff leader of the San Diego Construction Industry Air Quality Coalition, the non-profit group that spearheaded the education and awareness campaign to the construction community. You’ve seen and heard Dan’s expertise on KNBC, the local San Diego NBC affiliate and heard him on KOGO 600 Radio’s afternoon Roger Hedgecock Show. He has spoken to the SANDAG Transportation Committee, Caltrans Liaison Committee, City of San Diego Construction Industry liaison committee, San Diego Regional Agency Procurement Committee, American Public Works Association, Engineering & General Contractors Association, and twice testified in Air Resources Board workshops dealing with off road diesel emissions rules.

Dick Bayer is an expert on environmental law and for ten years was Professor of Environmental Law at the University of San Diego. In the 1990’s Dick headed up an oil company in Los Angeles and has vast experience in environmental compliance issues. He brings a keen legal and business mind to our One Stop team. He has practiced law for the past 30 years in Colorado, California and Idaho. His experience includes substantial construction defect litigation, arbitration and mediation on behalf of owners, design professionals, contractors and subcontractors. He has served as a AAA arbitrator on several construction panels since 1982, has training from AAA and ICM in arbitration, has taught and written about arbitration and dispute resolution, and is a credentialed mediator in San Diego, having mediated more than 200 cases. He is the President of the California Dispute Resolution Council, Treasurer of San Diego-ADR and currently operates the La Jolla Center for Dispute Resolution and is President of The ReAlignment Group, Ltd.

Deanna Birch is the first point of contact for many 1 Stop Diesel Solutions clients. Her friendly voice and her knowledge of the industry and your issues make her a valuable member of the team. As one of the Founders of Southwest Smoke Test, Inc., Deanna divided her time between the office and the field, actually performing opacity testing for clients and getting to know their needs. Now as a member of the 1 Stop team, she has expanded her services to the broader diesel engine solutions market while still servicing the Smoke Test customers. Her fifteen years in communications and 18 years in sales management, well serve both 1 Stop and our valuable clients on a daily basis.

Mike Buckantz is President of Justice & Associates, our first stop on the path to fleet assessment and compliance. Mike has over thirteen years of experience as both a regulator and a consultant in the environmental engineering field, covering a wide variety of industries and processes. Industries served include petroleum refineries, semiconductor and microelectronics, printing and publishing, chemical manufacturing, pharmaceuticals, dredging and harbor maintenance. He currently sits on three California Air Resources Board committees charged with establishing health risk assessment procedures for diesel exhaust emissions.

With a degree in petroleum engineering, Mike was a valuable asset to the South Coast AQMD, specializing in emissions from the oil and gas production, fuel marketing and petroleum refining industries. Mike served as the technical representative for the South Coast AQMD in determining refinery emissions for issues including emissions inventories, emission fees, compliance verification and fugitive emissions. Mike also represented the South Coast AQMD and worked in conjunction with representatives from the Western States Petroleum Association and the American Petroleum Institute in developing fugitive emission quantification methods for valves, pumps and connectors. Mike was the lead engineer in charge of developing the South Coast AQMD's fugitive emission calculation and verification program which utilized component screening data to confirm emissions presented in refinery emission inventory reports. As a consultant to the semiconductor and microelectronics industries, Mike prepared the Maricopa County Environmental Services Department (MCESD) air quality construction permit application for a new silicon wafer manufacturing facility in the Phoenix, Arizona area. This fast-track permit application required a Best Available Control Technology (BACT) analysis for Hazardous Air Pollutants (HAPs), Volatile Organic Compounds (VOCs), Nitrogen Oxides (NOx), and Fine Particulate Matter (PM10). In addition, Mike performed all dispersion modeling for criteria air pollutants and HAPs, as well as worst-case accidental release modeling for hydrofluoric acid. Finally, Mike participated in permit condition negotiations with MCESD staff, community outreach efforts on behalf of the client, and public hearings throughout the Phoenix area.
